We provide operational support to help manage your water and wastewater systems on a temporary basis, to ensure that your facilities remain in compliance. Coverage can be utilized for operator illness, vacation, staff shortages, etc. We can assist in planning, monitoring, management, assessments, and reporting, including supplying recommendations for efficiencies noted during operational visits.

Public Works Support / Mentorship

HARP bridges gaps in supervisory staff shortages or transition periods. Our skilled professionals integrate with your staff to provide uninterrupted service and mentor current or inexperienced staff. We assess the operational requirements, plan steps forward, deploy seasoned experts to manage daily operations, provide reporting back to the community with suggested upgrades, and can also deliver assistance remotely. Additionally, Powered Mobile Equipment (PME) training and evaluations can be completed using materials from the Heavy Construction Safety Association of Saskatchewan.

We offer comprehensive operational and design review for optimization of water, wastewater, and public works operations. Our technical staff assess the current systems, forecasts future needs for items such as assets, maintenance, training, and compliance, then document it in reporting to administration. Through this review, organizational, operational, and cost efficiencies can be identified. HARP's experts can be the go-between with your consultant to ensure their design or recommendations meet community needs.

HARP provides in-depth infrastructure assessments that evaluates the condition, performance, and needs of essential systems such as water, sidewalks, and paving to guide investment, maintenance, and liability (risk) to plan for operations and potential growth. This component of your asset management provide data-backed insights to help communities make informed decisions for budgeting, operation & maintenance, and sustainable development. Our infrastructure assessments also include ratings on repair and replacement to include in 5-year (or longer) capital planning.

Vendor Oversight

We provide vendor oversight services designed to ensure
that outsourced water, wastewater, and public works suppliers and contractors meet their agreement terms. HARP attends onsite to assess the work and review documentation to confirm completeness and compliance with performance metrics, standards, and OHS protocols while guarding against potential risks, gaps, operational issues, or additional costs. We are the community's advocate and project 'eyes, ears, and voice' to help optimize vendor performance, reduce unexpected expenditures, and improve operational efficiency. Our personnel have vast experience in both the consulting and O&M industry to help navigate the project for the municipality.
